Makes recommendations to Fleet Groups regarding vetting performance improvement
• Assures that vetting approvals are maintained to the assigned vessels
• Attends vessels to perform pre-vetting preparation
• Assists Masters on the preparation of oil major vetting inspections and debriefs Masters after the completion of vetting inspections
• Maintains processes for follow-up and close-out vetting observations derived from Inspectors
• Analyze trends and statistics related to vetting inspections
• Makes recommendations to improve vetting performance
• Deals with specific vetting issues as they arise
• Liaises directly with customers to ensure that vetting issues are dealt promptly and to the satisfaction of all concerned
• May be assigned with Marine, Vetting or Cargo operation related projects or issues
• Be thoroughly familiar with each fleet vessel
• Maintain a good knowledge of all assigned vessels by regular visits, to provide the necessary feedback and ensure that vessels are:
- Always adequately prepared for any inspection
- Existing staff onboard vessels is well trained
- Fabric maintenance condition is up to our standards
• Investigates and provides corrective and preventative actions on navigational, cargo and marine related incidents
• Monitor execution of :
- Unannounced alcohol tests onboard vessels
- Regular D&A tests at ports or at sea
• Evaluates defects, additional maintenance requirements and other marine operational costs for each vessel, to:
- Advise the vessel Fleet Manager of marine, navigation, deck and cargo equipment budget requirements during the budgeting process
- Assist FM and TS in ensuring cost control of the vessels within the budgeted figures
• Reviews the maintenance status of the marine, navigation, safety and cargo equipment as per his expertise of his assigned vessels concentrating on the following:
- Status of Work Order-Failures (defect reports) of all assigned equipment including critical equipment through the NS PMS
- The number and nature of any outstanding maintenance task
§ Evaluates reasons of outstanding tasks
§ Considers rescheduling basis JSA and submission through NS PMS
- Carrying out remote verification of the completed maintenance tasks in the PMS by:
§ Reviewing the:
o Findings
o Supporting documents
§ Closing out the task
• For the dry docks:
- Attends designated vessel to prepare the dry dock and repair specification
- Submit the specification to qualified bidders
- Analyze and negotiate bids
- Ensures that all works are undertaken according to specification
- Ensures that he vessel is delivered in a sea worth condition ready in all respects to commence commercial trading to the approved budget and time frame
- Interacts with Purchasing Department for procurement cycle follow up, supplies and services in coordination with the vessels
- Coordinates with SQE Department to ensure that assigned vessel are in full compliance with our SMS
- Contributes to recruitment, training and appraisals of our seafarers with the FM
• Reviews, investigates and makes recommendations upon vessel operations in areas, ports and terminals that have been identified as
- Posing specific problems, or
- Having specific restrictions or risks to safe operations
• Ensures industry's best practice application in all areas of operation, conducting regular reviews of company procedures considering changes to:
- International regulations
- Feedback from vessel and office staff
- Customer requirements pertaining to marine, navigation and cargo issues
• Provides guidance and advise to the vessels and operators regarding all cargo handling related issues
• Follow-up and ensures the prompt and proper implementation of corrective actions (CARs) related to the managed fleet
