Role Summary

The OIM is in overall charge of and is accountable and responsible for the safety of all persons onboard, equipment and rig and all activities conducted. The OIM has total jurisdiction and authority over rig management including but not limited to safety, operations, personnel, training, regulatory compliance, budget management and environmental compliance.

The OIM is to provide onboard leadership and direction for meeting the customers drilling program requirements in accordance with Borr Drilling programs, policies and procedures.

Responsibilities
  • Reports directly and provides support to the Rig Manager with regard the day-to-day management and long-range stewardship of the rig
  • Directly responsible and accountable for the safe and efficient operation and management of the rig and to ensure all drilling operations are conducted in accordance with Client's well program and Company policies and procedures
  • Demonstrate a personal commitment to Borr Drilling's QHSE Management System; ensure all personnel on-board comply with Safe Systems of Work (SSOW), i.e. Risk Assessments etc. and act as ultimate approval authority for same
  • Thorough knowledge and utilization of Company's Integrity Management System, responsible to ensure complete understanding and application of updates, changes and working instructions
  • Take a lead in conducting safety meetings, pre-tour meetings, training, safety drills etc. and ensure active participation by Company, Client and Third-Party personnel
  • Establish and maintain provisions for the nomination and election of safety representatives/committees; chair committee; respond to issues raised; and report as required, to designated onshore management
  • Overall responsibility for drilling activities, offshore logistics, MODU stability, rig move operations, personnel movements and adverse weather operation
  • Responsible for management of emergencies, including but not limited to, fire/explosion, H2S release, man over-board, collision, engineering, ballast issues or other maritime situations or environmental incidents
  • Required to have in-depth knowledge of the operations manual, emergency response plan and station bill and required to follow, and enforce the following of, Company policies and procedures by subordinates
  • Lead the coordination with emergency support services in an emergency i.e. standby vessels, helicopters, coastguard
  • Direct positioning of and maintain communication with the supply vessel to optimize operational effectiveness and provide means of emergency escape
  • Coordinate with Client Representative and department supervisors, the movement of supply boats, helicopters and other personnel and equipment logistics and remain informed of all such movements
  • Responsible to plan, organize and ensure all drilling operations are conducted in accordance with the Client's well program and Borr Drilling policies and procedures
  • Ensure correct manning levels are always maintained by sufficiently qualified and competent personnel and in accordance with safe well control practices, local regulatory requirements and Station Bill
  • Develop, review and approve daily operations plan in coordination with key personnel and Client Representative and ensure execution of all well operations meet requirements
  • Responsible to develop and sustain good working relationships with other crew members and client representatives to ensure priorities and plans are clearly communicated and understood by all parties
  • Participate in and delegate regular inspections and audits to ensure the rig's safety and conformance with Company policies and ensure any follow up actions are completed and closed out in a timely manner
  • Responsible to ensure timely and accurate reporting of all incidents and carry out incident investigations: assign action items and ensure swift follow-up and close where necessary
  • Ensure all Borr personnel onboard maintain accurately their Borr Competency Assessment Management system (BCAMS) according to position
  • Accurately complete and review as necessary all paperwork, reports and logs as specified for Company, Client and statutory requirements in a timely manner
  • Ensure all rig documentation, including certificates, drawings, logs, permits and any other required documentation is maintained and reflects the current status of the unit and is in accordance with statutory and best practice requirements
  • Ensure no environmental threats or pollution exists from the rig: anticipate any issues and promptly act on and report any such conditions in line with Company and regulatory requirements
  • Ensure handling of all deck waste and drainage is discharged correctly and, in a manner consistent with statutory, regulatory and Company requirements
  • Actively involved in the preparation of rig operating budget and monitor, control and challenge purchases and expenditure in order to promote efficiency and achieve budgetary objectives
  • Oversee and manage the Company's Preventative Maintenance System offshore and ensure all required maintenance, both ad-hoc and planned, is carried out effectively
  • Particular focus to be given to ensuring any potential downtime for operations is kept to a minimum and safety standard are maintained
  • Oversee housekeeping and cleanliness of the rig including catering services, ensuring proper hygiene and quality standards are maintained. Ensure overall cleanliness of all areas and equipment on the rig, including ensuring equipment and materials are stored correctly and safely in compliance with company policies and procedures.
  • Ensure the integrity and stability of the rig is always being maintained while afloat
  • Ensure emergency drills are always conducted and ensure preparedness of crew and equipment
  • Provide comprehensive handover notes for relief and ensure subordinates provide the same
  • Manage internal and external communications about safety and environmental aspects
  • Ensure the efficient and timely flow of information internally and externally between the rig and shore-based management with aim of promoting positive feedback and minimizing risk of loss, injury or delay through lack of coordination
  • Responsible to ensure recruitment and selection, performance management and discipline and grievance processes are effectively implemented and conducted in accordance with Company policies and procedures
  • Support, encourage and mentor crew members to ensure they have the skills and opportunity to build job specific competencies and complete training requirements
  • Responsible and accountable for ensuring the job specific training matrix requirements and competency training for all personnel on rig is completed within required timeframes
  • Personally, achieve and maintain required standards for own training and competency requirements for job role
  • Perform other duties, complete additional tasks and support ad hoc projects as required
  • Work with assigned assessor to complete Borr Competence Management System "BCAMS" and where necessary, identify and areas for development Provide demonstratable evidence to complement the assessor outcomes
  • Assess personnel within their area of responsibility. Provide guidance on the Borr Competence Management System "BCAMS" and assist with the collation of appropriate evidence ensuring assessments conducted are legible, authentic, current, sufficient and reliable to meet the requirements of Internal Verification

  • Familiarize with Borr Drilling QHSE procedure to understand the responsibilities assigned to your position and comply with the same
  • Abide and promote Borr Drilling Life-Saving rules at all times
  • You have the authority and responsibility to STOP any job that is unsafe
  • Actively participate in Borr Drillings Behavior Based Safety (BBS Card) program
  • You have the responsibility to report any unplanned event to your supervisor immediately
  • Ensure you understand your responsibilities during an emergency and participate in all emergency drills
  • You have the responsibility to keep your work area safe at all times
Qualifications and Experience
  • MODU OIM License, Unrestricted, Surface Units Underway or Surface Units on Location
  • IWCF Well Control Supervisor/IADC Advanced
  • Offshore Medical Certificate
  • BOSIET OPITO
  • Firefighting Team Leader or Advanced Fire Fighting
  • Management of Major Emergencies
Experience
  • Experience as an OIM
  • Strong technical experience in all aspects of offshore drilling operations and support equipment
  • Experience with Dynamic Positioning Systems if MODU is equipped
  • Experienced in marine environmental and hazardous material regulations and procedures
  • Experienced in offshore marine operations, industrial environment, and drilling operations
  • Strong and leadership experience
