[What the role is]
You will be part of a team of marine professionals under MPA's Shipping Division, involved in developing international and domestic shipping regulations, standards and policies, to ensure the safety and security as well as environmental sustainability of the Singapore Registry of Ships (SRS) and domestic harbour craft fleet.
The role will entail oversight of strategic decarbonisation and digitalisation projects in partnership with the shipping community, monitoring of global maritime trends and regulatory landscape; reviewing and implementing international shipping conventions and regulations; participating at international and regional maritime forums; and close engagement with stakeholders across government and industry. In addition, you will be spearheading key workstreams and initiatives that contribute to the maritime industry's decarbonisation and digital transformation efforts.
These contribute towards safeguarding Singapore's strategic maritime interests on international shipping and enhancing MPA's role as a responsible maritime Administration.
[What you will be working on]
The key responsibilities include:
Candidates with experience handling projects or tasks relating to ship designs and systems (e.g. alternative fuels, zero carbon emission technologies, batteries) will have an added advantage.
Prior knowledge and/or experience in maritime, engineering, technical standards and regulatory development will be essential for the role.
Candidates should be results-oriented with proven conceptual and analytical skills; have excellent verbal and written communication skills; and demonstrated ability to manage work independently and as part of a team.
Candidates should be meticulous; able to multi-task and work well under pressure; and be proactive in stakeholder engagement to achieve alignment of interests and understanding.
Ability to travel internationally for conferences, forums, stakeholders engagement/meeting and surveys, as needed.
Successfully applicants will be offered a 2-year contract appointment in the first instance.

[What you will be working on]
The key responsibilities include:
- Plan, develop and execute strategic projects with shipping industry stakeholders such as SRS owners, classification societies and shipyards to facilitate adoption of zero or near zero emissions fuels / technologies and green ship designs (e.g. participate in HAZID/HAZOP risk assessments, optimise vessel designs) and digital technologies (e.g. incorporate cybersecurity, maritime autonomous surface ships and electronic data exchange technologies in ship operations and with stakeholders)
- Monitor global trends and developments affecting international shipping with a view to develop or enhance national maritime policies
- Review and promulgate domestic legislation and regulations to ensure Singapore's compliance with key international shipping conventions by relevant International Organisations (e.g. International Maritime Organization (IMO)) concerning safety and security of ships and marine pollution prevention
- Evaluate and provide policy recommendations on the potential accession / ratification of international shipping conventions and treaties (e.g. HNS Convention, Hong Kong Convention)
- Represent Singapore at key international, regional and bilateral forums, including meetings of the IMO and engagements / conferences with foreign governments, to contribute to technical discussions and safeguard Singapore's maritime interests
- Engage and cultivate stakeholders from government authorities, industry bodies and labour groups to gather insights, strengthen partnerships and drive alignment on international shipping policy
